An Adjutant General is the highest ranking officer of a state's militia or National Guard when it is not called into federal service. When called to federal service by order of the President for deployment in foreign wars or to support large scale civil disturbances, the Guard personnel are answerable to the federal military chain of command all the way up to the President.
